The macro-management of advanced education has been reformed with greatachievements and issues simultaneously for30years in China. It would be in greatimportance in proposing some constructive ideas for the central macro-managementreform from the perspective of discourse evolution. This thesis will demonstrate themacro-management reform by taking the1980s,1990s and21stcentury as thelongitudinal axis and taking the mighty discourse, question discourse, andcountermeasure discourse as the horizontal axis. The rules and characteristicsdisplayed by these three kinds of discourse evolutions will be concluded, on the basisof which a reasonable proposal can be put forward for our national currentmacro-management reform.It was the beginning of macro-management reform ofadvanced education in the1980s along with the leading mighty slogan “UnifiedLeadership, Graded Management”. However, with the constraint of PlannedCommand Economy,“the Logical Combined management instead of Dividedmanagement” takes the leadership in1990s.With the promotion of our national legalization in21stcentury,“to legalize theeducation, and to legalize the school”has become the powerful slogan in thatreform.From the analysis of the changes of powerful slogans in the society, the rulescan be easily recognized that it changes from control to service, from restriction tocoordination, and from human-ruled to law-ruled. The most salient characteristic ofthe government is that it changes the traditional unitary method of management andrealizes the diversification of management methods gradually, which demands thereform stick to manage the school affairs and promote its independency accordingto law.Only subject to many legal restrictions can the reform develop in a sound way. China has the state-run tradition in education, which however restrict the creativedevelopment of high education by over-management.The old policy became the leading slogan on high education macro-managementin1980s. At the time, the management system under the planned economy motivatedthe development of education.With the deepened reform of market-directed economy, this system can nolonger keep up with the times and shows its disadvantages step by step. Comparedwith the high education in western countries, Chinese intermediary educationorganization hasn’t been fully developed as a result of the imperfect policy of system.And then,“the imperfect development of intermediary” becomes the leading slogan in21stcentury. According to the above analysis, we can see the rules of discourseevolution: revealing the fundamental and specific relations between government,society and colleges or universities, which demands us to optimize the relationsbetween them and promote the advanced education concertedly. In order to amelioratethe situation of over-management of the nation, some effective measures should beadopted to solve the traditional system issues in order to enlarge the university rightautonomy. Therefore,“expanding the right autonomy” turned to be the leadingcounter-policy slogan in1980s. In order to solve the problems triggered by entiretydivision, the State government put forward the "The Eight-characterPolicy"—“co-construction, adaptation, cooperation, and incorporation”, whichevolves as the leading counter-policy slogan in1990s.At the beginning of21stcentury, China should try its best to develop theintermediary organization and enhance the education evaluation, for the purpose offacilitating the development of the intermediary organization and elevating the wholequality of high education. From the analysis of the advanced educationmacro-management evolution of counter-measure policy, we can see the rule is “thesynchronization between the counter-measure slogan and reform process”, whichhighlights the university right autonomy, entity, and the gradual evolution of systemreform, which demands the reform of advanced education to follow the developmentrules and adjust to the politic and economic reform. Only in this way can we create the advanced culture in this modern era.
