China's Higher Education Financial Performance Evaluation System Research

With the development of Chinese higher education, the financial managementenvironment of higher education has changed a lot. The new task has been putforward that whether the money of higher education is used efficiently and how goodis the benefit. When the western higher education is implementing the performanceindicatiors system, our government, which is the most important investor of education,is also trying to evalueate the performance of our higher education, especially thefinancial performance. It hoped that by this way the outcome could guide and improvethe level of fiancial management.Based upon the conclusion of relative theories, this article firstly indentifies thesubject and object. In this chapter, we especially interprets the basic character ofnon-profit organization up and the true meaning of high school financial effects, forthe convenience of further research. Secondly, according to the principle of highereducation financial evaluation, based upon the existed performace indicators system,this article promotes some new indicators to establish a more perfect system, whichreflects the annual fiscal financial performance. Thirdly, this article applies factorananlysis to evaluate the financial performance of76higher schools that belong toChinese government. Meanwhile, both threshold analysis and moving weightedaverage method are used to analyze the geographical differences of financialperformance between76higher schools. The results reveal that the Middle Westernuniversity’s financial performance is obviously worse than Middle Easternuniversitys’. Finally, some suggestions are proposed according to the results.
