In recent years,China’s education development rapidly, especially the development of higher education,the gross enrollment ratio from 9.8% in 1998 to more than 20% in 2012, since then our higher education has began a massive expansion and has entered the mass education.At the same time,higher education rapid development in Anhui province, the number of students increased to 1.023 million by 2012, the gross attendance rate is also rising,So,Anhui higher education enters the mass education.Rapid development of higher education needs a lot of financial support, but our fiscal appropriations cannot meet the requirements of the expansion of hinger education, leading to a serious shortage of resources of colleges. The shortage of higher education funds and resource used efficiency low are the main problems in the development of higher education in Anhui province. On the one hand, the government increasing investment in higher education,but meanwhile.inside the higher school,education resources waste phenomenon is widespread,and the service efficiency of funds is low, which cause the education resource allocation imbalance, and make money more scarce. In the existing education resources under the condition, how to use resources efficiently and improve higher education efficiency become a basic guarantee of sustainable and healthy development of our higher school. Though financial resources in colleges is the material resources, human capitalization of all education resources such as performance, is the basic barrier of the higher education.Through many researches on higher education resource data in Anhui province, we use principal component analysis and factor analysis respectively to analysis the influence of the input and output of higher education, thus put forward methods to improve the utilization efficiency of higher education financial resources. In the whole process of analysis,the first process is to the qualitative analysis the intension of the financial resources use-efficiency, then through the quantitative analysis the concreteness data, the result is in the output of the higher education, extract the two main factors which can reflect the education output comprehensively; In higher education investment, extract a major factor, it is the largest influencing factor in the higher education input. Thus obtained education inputs and output score,then on the basis of their score,we calculate the score of resource efficiency. By analyzing higher education resources efficiency scores each year in Anhui province, we find that the input and output scores of higher education basically keep growth trend in recent ten years,but its efficiency is not synchronous growth. So, when its input is high the input and efficiency is not high in the same year, In reaction to this phenomenon,we summer up that high and low of the education efficiency is not always corresponding to its output and input, high efficiency is not stand for high output,meanwhile,high input and high output is not on behalf of efficiency.One possible reason for this is because the resources have not been fully utilized, the input-output redundancy will result in the waste of resources, so it should be a reasonable use of educational resources, balanced allocation of education resources, improve the utilization efficiency of educational resources.In view of these factors, considering the higher school inside and outside, we put forward some equitable advises,including reasonable higher education scale, improve the fiscal appropriation mechanism, improve the level of scientific research to improve the utilization efficiency of financial resources of higher school.
