Informationization to promote education modernization is an inevitable strategic choice of China to achieve harmonious development of education and the leaps and bounds. In recent years, informatization of the basic education in our province has made rapid development with attention of the government and the education departments. But, we also should know that informatization of basic education is not high in our province. In order to effectively solve the problems that exist in the development of education information in our province, department of education in Shaanxi Province proposed the construction of private network for basic education (referred to as the "educational private network" in this paper). It can use the private network to put tens of thousands of "dot" connected into a network, and join up the(?) urban and rural schools through the network. Make full use of the advanced multimedia technology and communication technology, to construct a private network and resource system which covered the whole province for basic education. Make full use of the distance education equipment, to narrow the gap between urban and rural areas, and then improve the informatization level for basic education.In2008, the project of private network about basic education was formally signed in Xi’an. By the end of August2011, the goal of private network is on schedule to achieve which lasted for three years. The project total investment180million Yuan. It had completed the provincial center platform and10municipal point’s platform, and Set up backbone network system for provincial, city and county, and total access ratio reached85%.Formation of an information superhighway which connected Primary school and middle school. Although the access to private network is in good condition, the actual application is not so ideal. How is the practical application of private network? Are there some problems existed in the practical application of private network? How to further improve the network application level? And so on. These are problems concerned by education authorities. In order to solve this problem, we must find out the current application status of basic education in the private network in Shaanxi.The research objects in this study are teachers worked in middle school and primary school, school network management personnel, principal and network management personnel worked in Audio-Visual Education Museum. We used some research Methods such as Literature, questionnaires, interviews and observation. We can understand the present application situation of education network from three aspects:Application environment status of education network, the present situation of teachers’ information technology capacity, the application status of education network. In order to clear the current application situation of education network, then find out the problems existing in the application of the education network as well as saving grace. This paper proposes effective strategy from three aspects:educational management level, School level, the teachers’ level, in order to provide a basis and reference for the educational management to make a decision.This study is divided into six parts:The first part is an introduction, mainly introduces the research background, purpose and significance, research ideas and methods, theories and current development status of local education network.The second part is an overview of private network for basic education, which mainly describes the background and significance of Shaanxi education network, overall objectives and the structure, function and features, as well as construction progress.The third part is the application situation investigation of basic education private network, including investigations ideas, investigations method, and questionnaire, the selection of survey sample and arrangement of survey.The fourth part is the statistics and analysis of data, which mainly introduces the statistics and analysis of research object of the basic conditions, the current situation and analysis of application environment, the current situation and analysis of teacher’s information technology ability, the current situation and analysis of network application.The fifth part is the application Countermeasures study for education network, and put forward ten countermeasures from the educational management level, school level and individual level.The sixth part is the conclusion part, including the main research conclusion and suggestion, innovation and deficiency of the thesis.
