After nearly 40 years of development,China’s private higher education has played an important role in cultivating practical talents,meeting the diverse cultural needs of the society,and promoting higher education from “elite education” to popular education.Received the attention of the country and the public.In the development of private higher education,the policy of private higher education plays an irreplaceable role in it.It provides policy support for the development of private higher education and ensures its legitimacy,and is the cornerstone of its sustainable and healthy development.This article analyzes the evolution of private higher education policies from the perspective of policy changes.First of all,after elaborating the research ideas and reviewing the relevant research results at home and abroad,we will review the policies of private higher education since the reform and opening up,and divide the evolution process into the following stages based on the characteristics of the policy text.Four development periods.The analysis found that in the early stages of reform and opening up,the imbalance between the supply and demand of higher education and the national social development’s desire for talents;a good "respect knowledge,respect talents" atmosphere in society and the new generation of leaders’ chaos on the legacy of the old era anyway;plus the country The thinking and attention of leaders in higher education,the intersection of the three streams is an opportunity to promote the recovery of private higher education.In the subsequent evolution of private higher education policies,multiple actors play an important role.Advocacy alliance framework and policy network theory are typical theories for studying actors in the policy process.The former focuses on the influence of beliefs,the latter focuses on benefits,and the organic use of the two is conducive to a more comprehensive understanding of the changes in private higher education policies.The hidden evolution mechanism.Taking the belief system as the boundary,there are twodifferent alliances in the change of private higher education policies-the alliance within the system and the alliance outside the system.They actively use their authority,information,and funds to adopt different strategies to affect private higher education.An important factor in the direction of education policy.Driven by interests,different policy actors form a policy network with each other,and these different policy networks will also jointly promote the realization of private higher education policy changes through interaction.Therefore,the changes in China’s private higher education policies show the following trends: the overall characteristics of moderate and gradual changes;the mutual change in the form of top-down and bottom-down changes;the changes in policy content have realized the focus from social needs Change to people-oriented.Coordinating the relationship between policy subjects,optimizing the policy environment,and expanding the public welfare of private higher education while guaranteeing its profitability should be the future development direction of my country’s private higher education policy.
