The Study Of Problems And Countermeasures On Funding Students From Poor Families In Colleges

Fairness is the pursuit of lasting value of human society. Fairness in education isthe cornerstone of social equity. It is an important means and ways to achieve socialequity. Higher education has great value to change the fates. College students frompoor families are vulnerable groups in society. To provide them with good economicsupport, can effectively promote educational equity and social harmony.Due to the economic development between Chinese regions, urban and ruralareas vary widely, great disparity between family economic situation, and many otherreasons. So, the number of students from economically disadvantaged families incolleges and universities is increasing every year, causing the widespread concern ofthe government and the community. In the context of Higher Education massificationand university tuition system reform, how to ensure the college students fromeconomically disadvantaged families can afford to go to school, the Government mustmake efforts to solve the problem. College students from economically disadvantagedfamilies funding problems become a major task to Higher Education workers. ChineseGovernment has always attached great importance to the funding of colleges anduniversities students from poor families, has been committed to establish and perfectthe financial aid policies and measures for college students with economic difficulties.Since the new China established, our country college students from economicallydisadvantaged families funded development has experienced five stages: the people’sstipend primarily stage, people stipend and fellowship system coexisting phase,scholarship and student loan system of coexisting phase,“award, loans, grants,exemption, allowance” consisting mainly of multi mixed funding exploratory stage,“award, loans, grants, exemption, allowance” consisting mainly of multi mixedfunding system formative stage.This study adopts literature research and field investigation methods. Throughinvestigation and research, we found that China’s current financial aid to collegeneedy students exist many problems. They have affected the funding efficiencyseriously. These problems mainly include:1. college students from economicallydisadvantaged families identified difficulties;2. free financing proportion isexorbitant, rights and obligations does not equal;3. student’s fund allocation is unreasonable, and so on. In order to solve the above problems effectively, andimprove the funding efficiency, we propose the optimize countermeasure of studentfunding work. First of all, we must strengthen the leading function of government incollege students aid, establish the benign and interactive mechanism of donation,actively promote the community donate, perfect the government dominant, socialparticipation college students subsidization policy system. Secondly, establish thecombine qualitative and quantitative economic difficulties college studentsdetermination index system, construct the" four in one" college students fromeconomically disadvantaged families identified system, scientific define the identityof college students with economic difficulties. Again, through vigorous develop theNational Student Loan, increase the work-study funds and other ways to enhance thescale of paid fund; draw lessons from" Financial Aid Package" management modereasonable, to establish a scientific rational allocation mode of student aid.
