Social service, teaching and scientific research are regarded as the three majorfunctions in higher education institutions, which have been accepted by academiccircles and the general public. In the advent of knowledge economy era and steadysocial development, higher education institutions as the power plant of the society,plays a significant role in providing all-round service in terms of human resources,intellectual resources and technical support. However, as an important means ofshowing the value of higher education institutions, social service is not attached somuch importance and the role has not played to its full extent. Therefore, for thepurpose of establishing high-standard universities and exploring the overall servicedevelopment, it is essential to set up performance evaluation index system of socialservice in higher education institutions so as to propel social service functiondevelopment and performance management, it’s also an inevitable trend for highereducation institutions to realize sustainable development.The thesis targets social service function of higher education institutions as theresearch object. Firstly, it adopts literature review as the research method to make adetailed analysis about the domestic and oversea higher education servicedevelopment and the current situation of performance evaluation in higher educationinstitutions. Secondly, it systematically introduces Balanced Scorecard (BSC) theoryand comprehensively applies BSC, Logical Model, KPI, Comprehensive EvaluationMethod and SPSS statistically analysis theories to its general analysis. Meanwhile,these analyses creatively combines BSC theory and social service function of highereducation institutions, proposes the balanced scorecard characterized with socialservice function and mission first theme, which are all conducted based on serviceperformance management view of higher education institutions. On the basis of BSCframework of non-profitable organization and KPI theory, the thesis concludes thereasonable and effective indexes. The highest mission is social service, which coversevery linkage of index system establishment with the emphasis on the customerperspective, internal process perspective, learning and growth perspective andfinancial perspective. Last but not least, the thesis verifies its index system reliability and impacts by issuing and analyzing questionnaire to the faculties, master degree anddoctor degree candidates from T University. And it screens out significant indexes,thus structuring social service index system in higher education institutions based onBSC theory and pictures a brand-new social service of higher education institutionsbalanced scorecard strategic map, which contributes to the application of strategicguidance in terms of performance index system in the future.
