With the upcoming of the new era, human resources have been playing an increasingly important role in nation s economy and social development. Institutions of higher learning are the base of talents training. According to the problems existing in the assessment of performance in current higher educational institute, such as, the absence of strategic goal, the inauthenticity of assessment index, the singleness of assessment method and only accentuating on the goals in the near future but ignoring the goals in a long run, we strives for seeking a new performance assessment method to change the actuality of performance assessment.After exploring the history of BSC, this essay explains the concepts of performance,performance appraisal. Then it concentrates on the performance appraisal within higher institutions and analyzes the problems of traditional performance appraisal and the possibility and necessity of introducing BSC into higher institution performance appraisal. After that, this essay discusses how to use BSC to construct strategic management system for institutions by analyzing the case of S Institution, and we hope to build a kind of mode that can be used for reference for those colleges in China. Moreover, closely centering on the mission and strategic goal for higher educational institute, this paper designs a concrete appraisal index system and expatiates the relationship between the individual appraisal indexes under the same dimensionality, and how to preserve the balanced relationship and consequence between the individual indexes.This essay asserts that the success of performance appraisal is based on the strategy of the organization. Higher institution is an organization which performs complicated work, and so do the staffs of it. In order to insure the smooth operation of the overall performance appraisal with a higher institution, it is imperative to introduce an appraisal system which can successfully manage to take all factors into account.
