| The implementation of Industrial Water Use Survey and strict management inindustrial water use are of great significance for adopting the most stringent watermanagement system in our country. In the survey, the sampling scheme has greatinfluence on the accuracy of the survey results, while those particular situations suchof China such as the unbalanced development of regional economy and differentregional industry distribution bring challenges for the sampling scheme designing.This paper explores some related problems with the industrial water use sampling,and offers some suggestions hoping to improve the efficiency and accuracy of theindustrial water use survey.1. The research background of this paper is given first, then the problems facedby the sampling scheme designing and the significance of tacking these problems areintroduced. A brief summary is made on the current situation of major countries’industrial water use survey. At last, the research approaches and structure of thispaper are proposed.2. Discussed the advantages and disadvantages of the sampling frame in watercensus and the industrial reporting system of National Bureau of Statistics.According to the purpose of the industrial water use survey, put forward a newsampling frame which is a combination of two sampling frame. In addition, thispaper explores the main affecting factors of sample size in industrial water usesurvey, laying foundation for the follow-up sample size allocation problem.3. Study on the efficiency of simple random sampling and stratified sampling,based on empirical simulation analysis. Also compares the accuracy of differentestimate methods.4. The31provinces in our country are divided into three categories according tothe main factors affecting the sample size by clustering and principal componentanalysis. And the final sample size allocation plan are given.5. Finally, results and achievements are summarized in the last session,objective and plans are set up for future study. |
