Private school teachers are the cornerstone of private education. Development ofprivate education relates to the overall process of education in China, the needs of thecommunity, but also improvement of the quality of the entire national. Over the pastdecade, with the socialist market economic system establishing and school formsdiversification, they open the door to the flow of private school teachers; the statepersonnel system reform, especially the teachers’personnel system reform and theimplementation of the Teacher Certification System provide a broad stage for thePrivate school teachers’ flows; social transformation of social values change the flowof private school teachers,and lift the ideological burden of them. Since2003“Private Education Promotion Law” promulgated and implemented, the flow ofprivate school teachers under the guidance of the national policy in the protection ofthe laws and regulations,has become a normal and universal phenomenon.But theinterests of China’s socialist market economic system is not perfect, the laws andregulations on the development of private education has not yet been implemented,especially the social status of private school teachers, social security andremuneration packages and other aspects has not been achieved, which make theprivate school teachers dissatisfaction;on the other hand, operation andmanagement of many private schools unscientific, depending teachers as workingtools and the leaders use the corporate model to develope private schools, extremelack of the spirit of humane care. These factors lead to the unreasonable flow ofprivate primary and secondary school teachers.The writer take A school for example, through the typical representative of theprivate schools conducted a questionnaire survey, interviews and analysis of relevantdata, found that the flow of A school teacher showed the following characteristics:Firstly, the main body of the flow of young mostly teachers and backboneteachers,secondly, followed by a single flow direction,at last,the main teachers arefrom main subjects. The single flow makes imbalance of the structure of privateschool teachers gradually,and the normal teaching duties affect the private schools.Cause of the flow of A school teachers are in many ways. Through interviews, the teachers involved in the flow analysis concluded that, A school teachers flowsfrom three levels. The first is the macro-level teacher policies, laws and regulationsare incomplete and not implemented, the meso-level of the school management is notscientific, and did not meet the normal needs of the teachers, the third is the impactof teachers’ personal beliefs and values. The presence of these elements acceleratethe flow of private school teachers.In the above analysis, I provide some solutions for the flow of private schoolteachers from the corresponding levels.At the macro level, it is necessary to improvethe laws and regulations of the private school teachers, improving the social status ofteachers in private schools, the implementation of the existing social security systemfor private school teachers to improve the salaries of private school teachers.Secondly, under the conditions of the external conditions, the private schools shouldachieve the scientific management, cultural management and build scientificincentives and teacher evaluation system, create a good atmosphere for the schoolteachers, build a good platform for teachers’ professional growth. Third, teachersshould also improve their own quality to adapt to the competitive environment.
