| To manage a stable and high-quality team of teachers and solve the problem of teacher turnover is the guarantee of national basic education reform.The diversification of market economy has given us many forms of education,among which private schools have become an indispensable part of basic education.Article 3 of the Law of the People’s Republic of China on the Promotion of Private Education,the latest revised version of 2019,states: "Privately-run education is a public welfare undertaking and an integral part of socialist education.The state implements the policy of actively encouraging,supporting,guiding and managing privately-run education according to law.People’s governments at all levels shall incorporate privately-run education into their national economic and social development plans." Private education has become an indispensable part of China’s socialist education undertaking,shouldering the great responsibility of training talents for the needs of the country and society.Chengdu is the center of the influential western cities,the number of private primary and secondary school education is numerous,and outstanding teacher flow problems in recent years,for this,this article through to comb private teacher flow problem of existing research results at home and abroad,analysis and synthesis,combining Chinese and western countries results,in view of the actual situation,By borrowing and searching research literature,issuing questionnaires and in-depth interviews,this paper analyzes the current situation and causes of teacher turnover in primary and secondary schools run by citizens in Chengdu,and puts forward countermeasures for improvement.This research is divided into six parts: First,according to the historical development background of the topic and the importance and significance of the research are explained,analysis and summary of the relevant research progress,explain the method of this topic,clarify the main objectives and content of this topic research;Secondly,it clearly defines the public welfare of education,private education,private primary and secondary schools,teacher flow,teacher flow system and other main concepts,and introduces the social flow theory and human resource management theory,for in-depth analysis of the reasons and countermeasures of teacher flow put forward a good theoretical foundation;Thirdly,questionnaire survey and in-depth interview were designed.SPSSAU online data analysis software was used to sort out the collected data,analyze the current situation of teacher turnover in primary and secondary schools run by citizens in Chengdu,and analyze the causes of teacher turnover.Finally,according to the analysis of the causes of teacher turnover and relevant theories,the paper puts forward targeted solutions that meet the needs of social development.This study found that the main reasons leading to the flow of private primary and secondary school teachers in Chengdu are the lack of laws and regulations on private teacher management,resulting in less management supervision by education administrative departments,low social recognition,unreasonable government and school management system,and low sense of responsibility of teachers.In order to solve the problem of teacher turnover,it is necessary to improve the laws and regulations on teacher turnover,improve the social status of teachers in private primary and secondary schools,scientifically adjust the management system of private primary and secondary schools,implement the welfare guarantee of teachers in private primary and secondary schools,and strengthen the self-management of teachers.If the measures proposed in this study can be implemented,an orderly and stable group of teachers can be formed in a certain period of time to solve the current situation of teacher flow in private primary and secondary schools in Chengdu,and it can also provide practical reference for other similar researches. |
