In the21st century,Shanghai welcome the arrival of the retired education youth.Therefore,retired education youth’s inclusion research has become an important subject in the social sciences.Compared with the rapid development of Shanghai,retired education youth’s inclusion process goes much slower.In fact,social security involving pensions,health care level,public service,social benefit restricts the process,thereby affecting the sustainable and development of Shanghai City. Therefore, based on social security theory, researching on the social integration of retired educated youth not only has some theoretical but also practical significance.This paper uses social survey, statistical analysis and other methods to research the social inclusion of the retired educated youth from five aspects. The following is:First,author discusses the meaning of social integration and its theoretical research perspective, and comments that so far there has been seldom research on the retired education youth,not to mention their social inclusion.The only research mainly confined to history,literature and political science focusing on the movement of education youth.The second part discusses the historical process of the educated youth in Shanghai and statistic the number of educated youth fron1968to1978. On the basis of the number of the retired educated youth in Shanghai, estimate the same age range accounted for Shanghai staff ratio. Through literature collection, we get the educated youth distribution of Shanghai district and government grants policy.Again, there are four common methods that are used worldwide for the integration of immigrants. We analyze and summarize these four common methods taken at different times of national social inclusion policies. Shanghai can learn from their experience in the integration of immigration policy.Fourth, measure the retired educated youth social inclusion degree from the economic level, social interaction and psychological three aspects. Select Jiwang Town, Minhang District and North Cai town, Pudong district as a sample, research the retired educated youth social integration degree.We draw on international indicators, through the SPSS statistical software for quantitative analysis of survey data. The conclusion is that social security level is an important indicator with communicating inclusion and community inclusion affecting the retired educated youth’s social inclusion degree and presently their social inclusion degree is low.Finally, according to the barriers of social inclusion, give advice as followed: to improve the overall level of pension insurance, introduce the basic necessities price index, establish social security card model, solve the retired educated youth medical billing problems, allow educated youth to apply for public rental housing,encourage re-educated youth employment and community organizations to play a bridge role to promote their relationship with natives.The innovations of this paper:Firstly,innovatively introduce social security theory to do the retired education youth social inclusion research.Secondly,track the retired education youth inclusion policies systematically and completely.Thirdly,the retired education youth social inclusion system composes of economic,social and culture three different dimensions.Fourthly,utilize APH method to build the retired education youth social inclusion system.The last point,propose operational and specific measures for the process of the retired education youth social inclusion.
