In recent years, as the Government concerns on livelihood issues, corporate social responsibility awareness enhances and popular concepts change, a large number of grass-roots NPOs have been spawned; These grassroots NPOs in the social field also start the competition for resources and services, coupled with the changing social context and resource structure. These all bring new challenges to grassroots NPOs. How can they survive and at the same time reach a mission. Previous studies have also repeatedly referred that the grassroots NPOs’goals and mission have strayed owing to the resource dependence and system dependence. The focus of this article is the degree and the reasons of the deviation.This article takes Grassroots Community as a example to show the occurrence process of target deviation, and makes a systematic analysis of the reasons of deviation Combined with the new institutional theory, resource dependence theory and social choice theory. I believe there are two dimensions to examine the target deviation:in the direction and the effect of the deviation. Thus, I also describe the target deviation of the cases from these two dimensions, from the generation and evolution of the projects and the projects’effect to display the deviation in the direction and effectiveness. From the study, I found that the deviation in the direction is mainly affected by the system, especially the attitude of the Government and the deviation in effectiveness subject to resources, especially the core volunteers. In addition, the characteristics and preference for democracy of the NPO’s leaders, determined the organization’s goals and the response to the deviation. These factors’ effects will also change dynamically with the development. At the same time, there are some certain scenarios to make the Grassroots NPO more prone to the target deviation, such as when the key factors to organizational goals is uncertainty and not controlled in long-term; when the target identity is very low inside and outside; when the leaders awareness to adhere to the organization’s goals is not high and there is no punitive measures.
