Citizenship education has been an important subject of growing attention at present, and also a hot issue of academic research. It is modern education’s responsibility and mission to cultivate qualified citizens. The teenage period is crucial in forming people’s world outlook, views on life and values, and the period of primary and secondary school is an important stage for citizenship education. Therefore, the study on national citizenship identification is of profound theoretical and practical significance both to individuals and to our country.We launched an investigation nationwide and the scope of this investigation covered ten provinces, autonomous regions and municipalities, including Beijing, Shanghai, Guangdong, Jiangsu, Henan, Gansu, Ningxia, Qinghai, Xinjiang and Hong Kong. Through document analysis, theoretical speculation, questionnaire survey and some other methods, this paper analyzes the current state of national citizenship identification, upon which I put forward some policies and countermeasures to the cultivation of qualified citizens.This paper offers an overview on the historical development of national citizenship, upon which I illustrate the rationality and necessity of the existence of national citizenship by theoretical explanation. Further this article explores the connotation of national citizenship and constructs its structure based on the four aspects of national citizen knowledge, consciousness, morality and practical ability. In accordance with the connotation structure of national citizenship identification, we worked out a questionnaire named "Survey on Current State of National Citizenship Identification in Primary and Secondary Schools". Through the analysis of questionnaire survey data, summary of national citizenship identification state in primary and secondary schools based on study of national citizen knowledge, consciousness, morality and practical ability are introduced. And comparative analysis based on different dimensions of gender, nationality, region and term are conducted. The results suggest that the degree of national citizenship identification is high as a whole currently, but there’s a difference between students of different genders, nationalities, regions and terms. The difference between the Mainland and Hong Kong is especially significant. Finally, with the expectation of cultivating qualified national citizens through political identity education, cultural identity education and national identity education, some countermeasures based on the study of current state of national citizenship identification and on the learning of related domestic and international educational practice are put forward.
