Teacher’s education-level promotion in China is an important measure to improveteachers’ ability. The teachers’ education-level promotion policy has been adopted andcontinuously improved since the establishment of People’s Republic of China. Especiallypromulgation of the Teachers Law of the People’s Republic of China in1993was of greatsignificance to promote primary and secondary school teachers’ education-level. From thenon teachers’comprehensive qualities have been promoted unprecedentedly. However, we needto continue working hard on building the teacher’s education-level promotion policy becauseproblems still exist behind the implementation of the system, for example, teachers’ abilityhas not kept pace with their improvement of their educational background; some teachershave better educational background but have no academic degree; the educationalbackground of the teachers in rural areas cannot be improved till now and so on. Theproblems above are related to the formulation and implementation of the policy. Nowadayshow to make a perfect policy to promote the development of the teachers team is still apressing problem we are facing today. In order to know more about the historicaldevelopment of teachers’ education-level promotion policy, and grasp the trend of the futurepolicy, this paper mainly studies relevant policies for promoting the teachers’ educationalbackground which are promulgated recently since1993.The paper includes four parts: the first part is the introduction part, introduces thereasons for choosing the theme, sorts out existing relevant documents, defines the relevantconcepts, and explained the study method which is adopted. In the first chapter, the historicalevolution of the teachers’ education-level promotion policy is sorted out in the general. Thehistory of the teachers’ education-level promotion policy is divided into three periodsaccording to different targets for improving the educational background of the teachers.Firstly, since1949to1966, the policy was promulgated at the initial stage of the establimentof the People’s Republic of China; the second period is since1978to1993, which comprisesthe requirements on the policy of improving the educational background of the teacher of thestate; and finally, in the third period, the policies which were made since1993till now are sorted out. From the angle of education background, the policy content and the developmentcharacteristics, did a sortation and summarization for these policies.The second chapter is thedevelopment of teachers’education-level promotion and policy analysis. The growth trend ofhigher degree between teachers in our country has been unprecedented after1997years. Inorder to make the article more convincing, according to data statistics for the teacherseducation condition since1997to2009the national ministry of education web site1997to2009showed on the website of the national ministry of education, the content is presented inthe form of line charts for analysing and forecasting situation and trends for improving theeducational background of teachers. Policy analyzed from goal made, content and curriculumcontent as well as the deviation of policy implementation. In the third chapter, correspondingsuggestions for improving the policy are given on the basis of the problems for the policy,providing suggestions of reform policy, including objectives refinement, policyimplementation plan and so on.
