This paper firstly summarize and analyze the contradictions that teacher performance appraisal isfacing, and then reveal the practical problems existing in assessment purpose, content, method, resultsand other aspects of teacher performance appraisal.Guided by the target of quality education, this paper researches on the theory and practice ofperformance appraisal; analyzes the performance appraisal reform of secondary school teachers underthe background of quality education. In the qualitative research, use the methods of observation,surveys, interviews and so on, Make a summary of existing literature review. Use the relativecomparison and360degree feedback evaluation method to organize a "teacher performance assessmentquestionnaire". Through the evaluations of the school, the teachers themselves, students and otheraspects, analyze and extract the targeted indicators. Then, build a secondary school teachersperformance evaluation index system under the background of quality education. In empirical study,make use of Analytic Hierarchy Process method to obtain a large number of teacher performanceevaluation data and do some quantification of them. Determine the assessment index weight accordingto method as above. Use the empirical analysis of performance appraisal based on the sample ofsecondary school teachers.In this study, in the context of the quality of education and the analysis of the status quo based onsecondary school teachers in our performance evaluation, we designs and considers the performanceevaluation index system of secondary school teachers from the principles, subjects, contents indexes ofevaluation and the aspects of applications, feedback and process, and proposes practical relevantcountermeasures. And a corresponding increase in the teacher’s own development of evaluation,assessment and self-assessment of his combination of teacher self-evaluation and assessment of theweight ratio of students to expand, and thus secondary school teachers in China’s implementation of theproposed performance evaluation models relevant countermeasures. On the whole, this research try toreflecting the quality of education in the context of secondary school teachers is pay their attention tothe development, improved results and from a focus on teaching to the combination of the teachingprocess. Thus can guide teachers effectively improve teaching methods and content in the quality of theeducational goals. That’s for the effective implementation of quality of education in our country’ssecondary education.
