In reality, there often exists uneven distribution of benefits which leads tobroken-up of the project team in multi-enterprise cooperation. However, contractenergy management mechanism has provided a scheme for coordinating thedistribution of benefits among participating members. What is more significant isthat it has created economic and social benefits of a win-win situation, realizingsharing the interests at the same time. At present, China’s energy managementcontract is still in its infancy, and there are some problems including inadequatepolicy support, energy financing and operation of the project and process integrationissues which remains for further study and planning. Definitely, the solution of theseproblems will contribute to the development and perfection of contract energymanagement mechanism and system in our country.This article, based on contract energy management mechanism, researches onthe real case study about hot water system improvement projects of Shenyang Auniversity. It reviewed the development status of the contract energy projects,analyzed the problems and risks in the program during project planning and control,and then put forward targeted and constructive advice and solutions after the analysisof the problems. Making use of the idea of tracing the source, I have traced the mostfundamental factors affecting the clarity of causal association by using the WBS andthe fishbone diagram analysis to find the antecedents of the problem and achievedthe ultimate goal of the project planning through reasonable control of the keyinfluencing factors; Layers progressive decomposition can help to find the root cause of problems, and adjust the control to achieve the smooth implementation of theproject process. It helps reduce unnecessary waste caused by the fuzzy work contentand unclear responsibility within the agreed period of time for completing theconstruction of the project.First, the goal conflicts existing in the project plan for the contract energy,through the multi-objective analysis and project cycle planning, it is possible to carryout a reasonable balance between the conflicts in the project plan to achieve the goalof the project efficiently; What’s more, for the problems of talent problems, resourceallocation, project schedule and other aspects in the control of the contract energyprojects, these issues are solvable by putting controlling measures into the variousstages of the project life cycle; Besides, fishbone diagram analysis on the key factorsfor the success of Shenyang A university hot water system reconstruction project isanalyzed through the project’s cash flow, which is to achieve the smooth functioningof the entire project funding chain and a win-win project participants by thecoordination and regulation of certain key factors. Last, for the risk control issues inthe project control, the paper has proposed to set up control network to minimize therisk in the financial, human resources, organization control and some other aspects.
