With the development of education system reform of China, the higher education is gradually stepping into the stage of popular education, which foster each of the higher educational schools enlarge its scale. The environmental College of China could not meet the demand of land for education, which directly restricts the development from more comprehensive and much deeper one. Trying to deal with the awkward situation,our college adopted new measures that replace campus with much larger one. Based on the background of project of Environmental Management of China’s new campus, this composition is going to do research on the planning and control of the schedule. It will also give requirements and measures which concern the engineering progressing execution. Through the optimization and adjustment of the issues occurred during the implementation, so as to ensure the completion of the comprehensive building on new campus with high standard. Meanwhile, it also provides a theoretical model to the similar kind of the construction of higher education’s new campuses.This composition summarized and analyzed the present situation, contents, research measures and theories of the nationwide and foreign project management, which analyzed current situation according to the project schedule planning order. It calculated with the time and resources of the project from the certainty of scope to the decomposition of the working structure. with the calculated data, we use software to work out a program of comprehensive building’s schedule of construction. It may occur a deviation between actual construction and planned progress, so we need to analyze it multiply and at the same time to adjust and control the project, which is to ensure the realization of the overall objective and to guarantee the directional effect of the planning and control of the project processing. It provides reliable accordance to the administrators and has a guiding significance for the fulfillment of new campus smoothly.
