| Young people are the future hope of the nation. Promoting the healthy growth ofyoung people, safeguarding the legitimate rights and interests of young people,prevention of juvenile delinquency is related to the country’s long-term stability,social harmony and development. Prevention of Juvenile Delinquency has becomeone of the important projects of organizations of the Communist Youth League inShanghai. Shanghai Communist Youth League organizations adhere to the theory andpractice, explore into the project-oriented operation, and make a specific workperformance. Accordance with the general idea of “government-led promotion,community self-operation, multi-stakeholder community”, Shanghai CommunistYouth League organizations establish a new management system, use a newmechanism for government procurement of services, by creating a professional andspecialized team of youth affairs social workers, using socialization operation andprofessional social work, integrate various social resources, and serve60,000youngpeople in Shanghai. Communist Youth League preventing and reducing juveniledelinquency is mainly targeted to the community youth. Community youth aredivided into three categories red, blue and green. The social workers take professionalsocial work methods of case, group and community, to provide personalized servicefor young people. In Putuo District in Shanghai, for example, the Committee of theYouth League guide social workers to provide youngsters in the communities withprofessional and personalized service, by improving communication, strengtheningthe linkage, the establishing of case tracking system, and result in setting up somecreative projects, such as “New Shanghai Residents Club” and “E-Workshop”,achieving the purpose of crime prevention.However, prevention of juvenile delinquency by Communist Youth Leagueorganizations is facing some challenges，such as the multiple management functionsof the government departments, lacking of profession of the Communist YouthLeague organizations, dependence of community organizations, burnout of social workers and complexity of youth groups. Many problems need deeper theoreticalstudy to form clearer system of prevention, as better guidance.This thesis is trying to make an empirical analysis of prevention of juveniledelinquency assumed by organizations of the Communist Youth League, find existingdisadvantages and difficulties of this work, and conclude some constructive ideas toimprove the prevention work, according to the experience of foreign system ofprevention of juvenile delinquency, the representing and safeguarding the legitimaterights and interests of young people function of Communist Youth League, and thetheory of strengthening social management and innovation, to promote youth affairsand management. |
