However, facingnew development opportunities, the private higher education has met with some problemsof less-than-satisfactory which restricting its development. Under new circumstances,confronted with new opportunities and challenges, the private universities should plotcorresponding strategy to accommodate to the changing society. Only in this way can agood result be achieved.The civilian-run SCTY University founded in1991was approved as a full-timecollege by the State Education Commission in1994. SCTY University was among thefirst7national private universities which can confer higher-level diploma independently.The SCTY University has been developed for more than two decades, and it representsthe development of provincial private higher education in microcosm.Based on the actual state and development needs, this paper gives a systematic anddeep analysis of the main factors correlative with the development of SCTY Universitywith the method of SWOT and core competitiveness. School mission, qualities of thegraduates, competitive situation, social reputation and so on are mentioned, thus thewriter concludes that the SCTY University should strengthen the following factors suchas implication, campus infrastructure, construction of teaching staff, and managementstandard for the core competence construction.
