Stamp-collection culture is the summation of material and spiritual wealth arisede inactivities of stamps collection, appreciation and study. Also it is a form of expressing culturewith the double reflection of artistic value and economic value obtained from marketingactivity of contemporary collection and world widely recognized, which belongs to the publicculture category.At present, the main research of the postal service to improve the level of public culturalservice focuses on the following macro-levels: strengthening the legal construction of postalservice, and professional business-section-split operation, and perfecting the universal servicemechanism. But in the recent years of exploration and practice, the stamp-collection businessof Guangdong Postal Service has gradually been attempting to improve the level of publiccultural service from the aspect of transforming its businesses, that is, booting its servicecapacity based on modernization transformation, implementing the strategy of “CultureBrand “, being centered on stamp-collection culture, using stamp-collection culturalpromotion and activities as a grasp.This essay takes the stamp-collection business of Guangdong Postal Service as anexample to do an empirical research, adopts comprehensive research methods ofdocumentation, experience summarization, qualitative analysis and case study, does a deepresearch of present situation, discusses about policies of how to improve the public culturalservice level of stamp-collecting business of Guandong Postal Service.
