The Research On The Public Culture Service Of Rural Youth In Yu’ An District Of Lu’an City

Public culture service of rural youth serves as an effective method in helping the rural youth group gain cultural knowledge and enrich spiritual connotation. It helps to improve the comprehensive quality and plays an essential role in protecting the healthy growth of the youth and forming the healthy and good atmosphere of civilization. However, due to the unbalance of the development in both countrysides and cities in China, the construction of the public culture service of the youth is still in a weak position, especially in the many underdeveloped areas, it is still in its initial stage.Yu’an District of Lu’an City is one of the national poverty countries, and it is a typical big area both in population and agriculture.The migrant population has reached 222,000 which accounts for 27.3% of the total population, and the percentage is almost the same with the labourers of An Hui province, which is 27%. It has, for certain degree, a classical meaning of the researches on the aspects of public culture service of rural youth. Through the studies on the towns and countrysides of Yu’an District of Lu’an City, it has been found that, there exists many obstacles like the difficulties in the public culture equipment management, and others like the limitation in the opening of school cultural areas, and the lack of effective influence of the new media, etc. Under research and analysis, at present, a large amount of the surplus labour in the countyrside has been transferring to the city. The migrant of a large number of the youth in the countryside results in that there is a lack of the cultural talents in the countyside and the reduction of family cultural capital. The lack of investment in public culture services by government results in the difficulties of the safeguarding on expenditure. It is a common phenomenon in the countryside that there is a lack of human management in the grass-roots public culture services which have finished construction. The communication of the related construction entities of youth cultural areas is not enough, and there is an over-lapping of the construction contents. Many departments enjoy an unwarranted reputation, and they only share construction achievements on their names but without actual and substantial input. The evaluation mechanism is not perfect, and in certain way, government attaches importance to hardware evaluation at the expense of neglecting the software construction, besides, short-term effect has been focused on at the expense of neglecting long-term development.The discussion on the methods of the policies on public culture service of rural youth of Yu’an District towards the government’s strengthening the public culture services of An Hui province and meeting the demands of the large amount of youth has, in certain way, an inspiring and referential meaning. First, the construction of public culture service of rural youth should adhere to the principle of serving the youth in An Hui province. It is necessary to strengthen the unified planning and coordination as well as supervision. In addition, it is important to coordinate and solve the problems in the proces of implementation. And we need to improve the integration of equipment, and to implement itergration and joint construction on the basic items, so that we can enhance the role of planning, foresight, and guiding, and that blindness, randomness can be avoided. Only in this way, the quality of cultural areas’ construction could be guaranteed. Second, the investment towards the rural public culture construction from the government public finance should be guaranteed, and it is essential that the development of countryside is in support of the city and the resources in both the city and the countryside should share with each other. We need to carry out the purchasing of services from the social forces by the government, and enhance the functioning of the ability of governmental departments and related social organizations towards new media.Third,in order to solve the cross function of management departments, the organization of the communist youth league should play the core role in the youth and creatively implement activities on every side of the public culture services of rural youth, as well as lead the healthy growing of the youth. The last,it is also key to vigorously develop the function of the social talents related to the youth issues, the folk organization and the charity on the construction and management of the cultural activity areas in rural areas. Moreover, it is essential to solve the contradiction of the lack of redundant vigour and professional knowledge in the adaptation on the daily management and functioning of the youth cultural activity areas.
