With the emergence and development of the international community, our society is full of vitality, diverse cultural, multiple life and ideology. But the non-national identity, exotic way of life, different language of the oversea residents had made a hard barrier for the state’s entrance, and had broken the work system of the community, made the residents’ committees get into trouble working by the traditional way. The problem with this is, why there is extreme diaphragm between the residents and the residents’ committee, the resistance come from the immigrant society or the individual who is out of the national action boundaries? Why the oversea residents can be the strength challenge of the government? It will force the government to make what kind of response? What strategies will be taken by the community in this predicament? Which relationship will be formed between the state and society?The study answers these questions through the research methods of participant observation, semi-structured interviews and document analysis on a typical case study of international community in Shanghai. The answers not only reflect the solution of international immigration problems but also might predict a new community management mode and the formation of relationship which is different from the traditional sense of state and society.
