Economic globalization has promoted the optimal allocation of goods, services andfactors of production worldwide, and gave birth to the foreign direct investment (FDI).Meantime, the rapid development of transnational higher education and the comprehensivepromotion of the internationalization of higher education have also promoted theaccelerated flow and transfer of international education capital internationally. Given thatthe FDI theories and practice have been matured in the economic field, it is quite worthexploring how to introducing the international education capital in FDI form so as to solvethe problems that the funds for China’s higher education are in extreme short, bycombining both the education laws with the economic laws.Accordingly, this article focuses on studying the foreign direct investment, with theintention of seeking a whole new way for the introduction of international educationcapital. It analyzes the theoretical basis and practical basis of FDI from the feasibility offoreign direct investment in higher education; followed by the analysis of the requirementsof FDI on the investment environment, as well as the impediments from the investmentconcepts and specific practices when introducing the FDI to the higher education, layingthe groundwork for the following passage’s countermeasures; Subsequently, it judges onthe pros and cons of the introduction of FDI to the higher education, both pointing out thatthe competition of FDI in higher education in China, the demonstration effect, the effect tooptimize system and the effect to enhance human capital, and also the risk that FDI mayinfringe on the fairness of education, and the increasing difficulty of the government’smanagement. Finally, it proposes the system arrangements for the application of FDI in thefield of higher education and emphasizes paying more attention to the problems that areinvolved in using FDI, and makes suggestions more effective.
