The internationalization of higher education was originated in the western developedcountries and regions. Since the1990s, along with the development of the economicglobalization of the world, the internationalization of higher education has become an inevitabletrend, and quickly became one of the hot topics widely concerned by people. In the Medium-andLong-term Talent Development Plan Outline, we have learned that Shandong hope while deeplyinvolved in economic competition, to maintain the unique talent advantage, and also have a largenumber of highly qualified international talents. And the high quality international talents dependon the degree of internationalization of higher education in Shandong. Therefore, it is necessaryto develop the internationalization of higher education in Shandong, and by looking at theachievement Shandong has achieved during the process of internationalization of highereducation development and the existing problems, put forward suitable for policy suggestions onthe development of internationalization of higher education in Shandong. This article is under theprecondition of the research study.In the introduction parts, firstly put forward the reason of topic selection, and points out thatthe Shandong higher education internationalization studies of theoretical significance andpractical significance. Secondly analyze the research status at home and abroad, points out theshortage of existing research and innovation of this paper. And the research ideas and researchmethods are introduced finally.In the first chapter of this article, some theory problems of the internationalization of highereducation are discussed firstly, by analyzing the existing research on several theories, theinternationalization of higher education so as to further the concept of internationalization ofhigher education has made the author’s own definition and elaboration; Secondly, on the basis ofexisting research, summed up the elements to the internationalization of higher education,include roughly: concept of education internationalization; Training goal of internationalization;Course of internationalization; International academic exchanges; The internationalization ofeducation resources and the internationalization of communication between teachers andstudents, etc. Finally analysis the influence factors of the internationalization of higher education mainly includes: the political factors, economic factors, cultural factors, informationdissemination and higher education’s own factors.In the second chapter of this article, detailed introduces the development of theinternationalization of higher education in Shandong, begin from the following several aspects ofits own development present situation analysis:(1) International concept and planning ofdevelopment;(2) the International institutions set up;(3) the Chinese-foreign cooperation inrunning schools project development;(4) the Structure of international teachers and students;(5)the Internationalization of curriculum;(6) the Internationalization of the scientific research.Secondly, the development of the internationalization of higher education in Shandong comparedwith part of the development of related provinces and cities, through a detailed analysis of allaspects of development, found the Shandong higher education internationalization developmentadvantages and problems existing in the process. Finally, according to the related analysis andcomparison, further points out that the internationalization of higher education in Shandong, andthe problems existing in the process of the factors, mainly including:(1) Has determined theinternational education concept, but there are still limitations;(2) Has arranged the internationalcourses, but the quality remains to be improved;(3) Has all kinds of cooperation in runningschools project, but problems still exist;(4) Has organized communication activities betweenteachers and students, but the degree of internationalization remains to be improved;(5)Education investment has been increased, but the fiscal capacity is obviously insufficient. Inaddition, the relevant laws and regulations to be perfect, students work supporting system is yetto be perfect.In the third chapter of this article, first of all, from the policy level analysis ofcountermeasures to promote the development of internationalization of higher education inShandong, including:(1) Adhere to national to internationalization of higher education;(2) Setup diversified higher education investment system;(3) Accelerate the process of reform of highereducation administrative management system;(4) Carry out the relevant national laws andregulations, improve local regulations. Secondly from university level analysis of thedevelopment of countermeasures, including:(1) Carry on in-depth research, strengthen theconcept of the internationalization of higher education;(2) Strengthen the complementaryadvantages, to build the core competitiveness of higher education;(3) According to the needs of development, deepen the reform of higher education;(4) Carry out academic activities, improvethe internationalized level of scientific research;(5) Strengthen the talent exchange, improve theinternationalization of teachers and students. Through the analysis of relevant countermeasures,in order to speed up the development process of the internationalization of higher education inShandong.
