Community Care:the Study Of City Community Pension Work

With the development of society, the improvement of people’s living standard, the increasing of medical and health conditions, people’s life expectancies have always been advancing, so that the problem of ageing population has become increasingly serious and all countries have to face the challenge——how to feed a growing number of the elderly. How to help the elderly keep a happy late life relates to the social stability and long-term development.In the Western countries, due to the high level of economic development and traditional humanistic thought, people have been making researches on the problem of supporting old people, and they have explored more scientific and humane pension model, of which community care model has been keeping a good effect on theory research and practice research. Under the huge pressure that the "Welfare State" brings in western countries, the community care model exploits the advantages to integrate resources and collaborate pension, which effectively alleviates the shock of rapid ageing and make community care model promote and develop.Around the development of people’s pension needs, family-based social community model with public resources involved in reality can give full play to their advantages on the elderly pension, and under these situations, such as the aging degree deepening, the ageing population growing, the weakening family endowment function, the institutional pension development bottlenecks, etc, in China, community care model has a large living space and development space. The passage takes this opportunity to discuss the existence and development of community care pension model in China.According to the existence and development of community care pension model in China, many scholars take argumentation and researches. Through the analysis of these argumentation and researches, the author finds that general researches stay in the macro aspects of theory and policy and lacks specific discussions about how community pension works in community, how community mobilizes social public resources; general researches lacks specific discussions about how to change the elderly to be passively cared and how to express old people’s subjective initiative and make full use of resources in the elderly; general researches lacks specific discussions about how to spread community care model in reality.With the theme of city community pension in community care model, the author takes K community in Jinan as the research object for case study:firstly, the author worked in K community ago and involved in community in terms of pension construction work; secondly, the aging degree is higher in K community and as the research object, the K community has more research value and popularization meaning. During the case study, the author adopts the method of half a participatory observation and work in K community with the interns’identity, and takes the whole community as the research object to analyze a series of specific organizational systems and measures. At the same time, the author takes the interview method to realize the Views, opinions, problems, opinions and visions of community workers, community elderly residents, ordinary citizens, and the stationary social workers about the role of community in pension.Through the study, the author hopes that the study can enrich the community care theory of pension mode about how to distribute workers, how to build community pension system, how to mobilize social resources, how to plan and promote measures, and dig their value in the elderly. The author also hopes that the study can further orient the role of community in terms of pension, and for breakthrough with the community endowment demand, make scientific and rational system, and implement effective measures to meet the increasingly diversified pension demand of people, to alleviate the growing ageing population trends and promote the development of community endowment.
