Since1981, with the approval of the state council since it was established, the higher education of self-study exam gradually develops as a large scale and scope, multiple level and function of all standard system, and becomes one of the important parts of China’s higher education system. In the21st century, the self-study education with its flexible open, less investment, high efficiency, characteristic such as being reliable authority develops to rural extension, which is not only advantageous to improve rural human resource level, promote rural areas social economic and cultural progress, but also advantageous in higher education self-study exam of continuous development. However, with the new rural construction and the city and countryside integration development, the optimum test object personal factors and characteristics of the education ministry of the education ministry to the influence of rural development is more and more obvious, which hinder the development of the education ministry.First of all, this paper, from the overall summary,analyze the social economy and higher education self-study exam and development of Chengdu; Secondly, this paper, from an empirical perspective, through to the Chengdu PI county recently, LongQuanYiOu rural regional optimum test object to participate in the education ministry intend to information survey, respectively analyzed the rural optimum test object "marriage","age","professional","the education degree","economic income" and "understanding the education ministry level","to participate in the education ministry influence" to participate in the education ministry will influence, to explore the education ministry to rural development problems; Again, through the above study found that "marriage","age", "professional","the education degree","economic income" and "understanding the education ministry level","to participate in the education ministry influence" to the education ministry to rural development have significant influence.
