Science and technology is the key, the talent is the core and education is the foundation of the country. Each country has paid emphasis on education reform. National medium and long-term educational reform and development outline pointed out that to improve the quality of education is the task of education reform in our country. With a team of high-quality teachers is one of the key factors to improve the quality of education. As to implement teacher performance-based pay system, The State Ministry of Education view as an important part of stable teachers. Since January1,2009, the local compulsory education schools have successively carried out the teacher performance-based pay system. The implementation of teacher performance-based pay can not only improve the teachers’ salaries and attract outstanding talents to enter the teachers, in order to avoid the loss and shortage of teachers, but also improve the quality of education. Therefore, the effective implementation of teacher performance-based pay results from the government, schools and relevant departments to work together. We should attach importance to it and continue to explore in practice, to play its proper role.Compare to China’s study on teacher performance-based pay, the study in the West is earlier, mostly is the research on the status of implementation and experience summary of it. China’s major study is its achievements or problems in implementation. However, it is rarely to study on teacher performance-based pay system having an effect on the quality of education. The purpose of the study is to understand whether the teacher performance-based pay system affects education quality. This study not only perfects the study of teacher performance-based pay, but also provides a reference for the formulation and implementation of teacher performance-based pay of the compulsory education.This study is based on a case survey of Beijing A junior middle school. By the way of interviews and questionnaires, understood the status of implementation of performance-based pay for teachers, and focused on the analysis of performance appraisal standards, assessment process and payments in order to understand whether the enthusiasm of the teachers can be affected and whether the quality of education can be improved. Finally author put forward policy recommendations. The study is not only to provide reference and experience for the future reform of performance-based pay in compulsory education, but also to enrich and improve the study on teacher performance-based pay system. The main conclusions are as follows:the implementation of teacher performance-based pay have not large incentive impact on teachers; they think that although the overall quality of students has improved, it is out of the teacher’s responsibility; teacher performance-based pay has little effect on the quality of education; reasonable pay for performance appraisal standards can improve education quality, therefore, evaluation criteria need to be further refined. Then, the author puts forward relevant policy and suggestions:paying attention to the study that teacher performance-based pay of the compulsory education have an influence on the quality of education; increasing the financial investment to expand school autonomy allocation of funds; changing ideas to let the performance-based pay play its due role; adjusting the proportion of performance-based pay; establishing scientific and reasonable performance evaluation mechanism etc..
