The No Child Left Behind Act of2001is a reauthorization of the previousElementary and Secondary Education Act. It was signed by the former America’sPresident Bush on January8,2002. The Act represents the President’s educationreform plan and contains the most sweeping changes to the Elementary andSecondary Education Act (ESEA) since it was enacted in1965. Up to now, NCLB hasattracted both praise and criticism from many scholars. This thesis conducts a detailedanalysis of NCLB’s achievement, its two major problems and possible ways toimprove this act.The first chapter mainly deals with the background information about formerPresident Bush’s NCLB Act with an emphasis on the summary of the four principalcomponents and the achievement of NCLB. In chapter2, the author talks about thefirst doubt over the standardized testing system under the NCLB, which leads to“teaching to the test” and the overemphasis on math and reading. Chapter3deals withthe major problem caused by the severe pressure and sanction under accountabilitysystem that this rule would lead to the cheating and manipulation by teachers andschool administers. In chapter4, the author talks about the possible improvement ofthe NCLB act. There is possible improvement of the standardized testing system thatthe federal government should adopt multiple criteria to assess students’ academicperformance.So through the analysis on the achievement and problems of NCLB, the authorwants to express her thesis statement that although the NCLB Act has made someachievement during its implementation, this act still has some critical problems in itsassessment system which needs to be improved.
