In the end of the 20th century, the United States has taken place many education reform movements, but the reading ability of American primary and middle school students is still low, even more, it has not reach the high quality education goals. The gap between the very rich and poor, English and minority students is large, in some cases, it increases. In this background, in January 8th, 2002, President Bush signed the bill of "No Child Left Behind" (NCLB), this bill's most prominent feature is to emphasize the education accountability. The American government tried to improve the education quality through implementing the education accountability. Until now, the bill has been implementing for 10 years, its implementation effect got many people's affirmation, at the same time, some researcher and public raised doubt. People paid much attention on the bill's core--- education accountability. In this paper, the writer has studied this accountability's standard,assessment and results, find out its problem then analysis, in order to make the education accountability system perfect. Nowadays, in our country, accountability has been used in the administrative department, while the education department has not implemented the education accountability. In this paper, the writer wants to analysis the operating mechanism of the education accountability under NCLB, in order to provide enlightenment and inspiration to implement the education accountability in our country.This paper is decided into six parts, as following: The first part is the preface of this paper, mainly state the origin of the problem, define the basic concept in this paper, state the study meaning and method, and make the literature review.The second part is theoretical basis of this paper, it introduces the school effectiveness and education accountability and the relation between the two, it provides the theoretical basis to analysis the problem reason of the education accountability in the following paper.The third part introduces the detail of NCLB bill and its practice. The background of this bill, its goal and specific content, its general implement during recent years have been write in this part, it also lists some specific measure of the states.The forth part describe the practice of the education accountability under NCLB. What's the theoretical basis of implementing accountability, describe the specific content of the accountability (standard, assessment, results) taking Arizona as an example, carry out the disadvantage and advantage of the education accountability at the end of this part.The fifth part is to raises the problem of the education accountability under NCLB and analysis the reason from the view of school effectiveness, using the school effectiveness theoretical basis to analysis.The sixth part is conclusion and inspiration. From this study, we have known the operation mechanism of the education accountability, and got some inspiration for our education accountability implementing.
