Study On Ji’nan National Learning And Public Service Platform

The grand goal of "Constructing Modern National Education System and Lifelong Education System, Building a learning society" was put forward in "National Medium and Long-term Educational Reform and Development Outline2011-2020". According to "Notice on Building Pilots of National Education System Reform "(GOSC[2010] No.48) issued by the General Office of the State Council, Ji’nan has been identified as one of the four pilot cities named "Learning City". The construction of Ji’nan lifelong learning and service platform will meet the need of the development of education informatization and the need of constructing learning society.Based on the "Study on Ji’nan National Learning and Public Service Platform(JNLPSP)", which is an issue of the Ji’nan Twelfth Five-year Plans, this paper analyzes issues such as how to construct Ji’nan national learning and public service platform and its system, how to apply the learning and service platform and system to the construction of the learning city, and how to develop this application so as to get exemplary achievement and experience.This paper is divided into five chapters. The first chapter briefly introduces the proposition and background of the construction of JNNLPSP. In this chapter, the purposes, significance, and research methods of the JNNLPSP are also presented.Chapter two is the theoretical framework of this paper. By analyzing the development of lifelong learning, the relationship between lifelong learning and learning society is discussed, as well as the relationship between the learning society and the National Learning and Public Service Platform (NLPSP). The present research status is also introduced in this chapter.Chapter three is about architecture of the national learning and public service platform(NLPSP) and the functional orientation of every subsystem of the platform. The research in this chapter is based on the identification of NLPSP and the study on representative platform both home and abroad.Chapter four is the focus of this paper dealing with the mode of JNNLPSP. This chapter probes into the framework of the platform which comprises national learning resource base, multi-net channels, variable learning platforms, learning portals and the support system of lifelong education. Based on researches mentioned above, the overall construction mode of JNNLPSP is deliberated in the following seven aspects:basic framework..resources, users access, portals of platform, support organization for learning, technical standard system, quality control and evaluation system.Chapter five is the conclusion.
