For the implementation of educational popularization, the Vietnamese Communist Party and the State of Vietnam have since1989approved the opening of non-public universities that led to the establishment of Phuong Dong private university in July1994. This reflects right policy which accords with the rules of development and national circumstances. Thus, the model of private higher education has since then become increasingly abundant and played a certain role in the national education system. Despite their current dependence on the management model of teaching and learning activities by public universities, private universities differ widely in many other aspects, particularly in teaching staff.The teaching staff at Phuong Dong Private University has over the past years improved both in quality and quantity, there has still remained a shortage of lecturers, an inadequate managerial structure and a number of unqualified lecturers that results in the failure to fulfill the mission of the university and meet the requirements of the educational innovation.To deal with, such measures on teaching staff management have so far been taken as preparing recruitment plans, appointing and allocating personnel, conducting assessment and evaluation, providing further training, as well as creating an educational environment favourable to the lecturer management. Though great importance has been attached to these measures, their outcomes prove unsatisfactory due to quite a few of difficulties, mainly the subjective.On reviewing the actual implementation of measures on lecturer management at Phuong Dong Private University, the project proposes5measures which are divided into:lecturer structure building, i.e. quality and quantity control; recruitment planning and use of personnel; provision of further training; policy making and improvement; enhancement of lecturer management quality at Phuong Dong Private University. In addition, the author presents some recommendations to the State of Vietnam, Ministry of Education and Training of Vietnam and Phuong Dong Private University on the teaching staff management at Phuong Dong Private University.The analysis and proposals of the measures presented in this paper are therefore supposed to be highly necessary and applicable to the context of the university. A broad execution of these measures is expected to improve the training quality, thus contributing to the success in the teaching staff management at Phuong Dong Private University in particular and non-public universities in Vietnam in general.
