Public welfare is an important symbol to our social civilization. The public welfareundertaking in Dong community has been continued for thousands of years and isworthy for referencing. Dong community’s society form is of the one directly transitedfrom the primitive society to the feudal society due to its special historical conditionsand unique living environment. As to the culture which is compatible with Dong’ssociety form, it works in a way of “special evolution” as well. As a result, this turned tobe a favorable condition for the germination, development and mature of the publicwelfare in Dong community. In Dong community, public welfare has become thecommon interests and the way of life of people’s.This paper using Durkheim’s “collective consciousness" theory and Levi Strauss’s“structure doctrine" theory, takes emic approach and etic approach and culturalcomparison method which are based on empirical analysis, with objective and accurateresources from field investigation, to analyze the on background of creating,connotation, causes, operating system and value of Dong traditional public welfare atXianggui boundary.This Paper includes five parts. Firstly, it discusses the background of creatingDong community’s traditional public welfare from a perspective (mainly includingDong’s origin, national character and Bu La the relationship between culture and Publicwelfare). Second, it studies traditional public welfare’s culture connotation,characteristics and forms in Dong community. Third, it analyzes the operation systemand causes of Dong community traditional public welfare. At last, it studies the latestvalue of Dong community traditional public welfare course through using a researchmethod combined by diachronic method and synchronic method (inheriting nationalculture, creating a harmonious community national character, etc.)...
