With the development of mobile communications industry, especially the development of mobile Internet services, data services of mobile communication network has an extraordinary growth. The rapid growth of data services poses a problem with the quality of voice services. The other hand, the capacity of the mobile communications cellular networks need to continue the expansion to meet rapidly growing demand for data services, the expansion to the existing network needs cell division or increase the TRX, which inevitably lead to a narrower distance of the frequency reuse, and interference within the network increases. Network with all the changes brought about a decline in the quality of voice. Although the data service grows rapidly, voice service is still the main source of income of the operators. To enhance voice services Perception of the user to become one of the operators’ core competitiveness.This paper firstly introduces the defects of using the traditional method radio RQ to evaluate voice quality, following the paper introduces the better evaluation voice quality algorithm PESQ (Perceptual Evaluation of Speech Quality) which can reflect the end-to-end voice quality more clearly. The MOS which the PESQ algorithm can better judge the voice quality is good or bad. There are many factors that affect voice quality MOS value, because the voice information is passed through the mobile communication network in almost all interfaces, including a wireless interface, ABIS interface which the base station connects to the BSC, port A and Transcoder, every step of signal processing are likely to affect the signal’s finally MOS value which is calculated by the PESQ algorithm evaluations.The paper focus on the main factors affecting the MOS, firstly make a research on radio signal propagation characteristics in Cellular mobile communication. Then make a research on the MS handover reasons and the handover types as well as the handover mechanism in GSM system. According to different operating strategies in the current mobile operating network, the operators will make the appropriate optimization in voice channel coding, while the change would impact the MOS of the voice, and therefore this paper make a research on the commonly used voice coding in current mobile communication, to find out different encoding impact on MOS more or less in theory. The paper’s main work is in the last part, the author in daily Network optimization work, use the Drive Test and the traffic statistics’s Data to analyse the factors like voice coding, TFO technology, the number of handover within the interval of the voice samples, receiveed signal RxQuality how to influence the MOS value, and for every factor, the paper introduce the different newwork optimization strategies and techniques, through an integrated network optimization method to enhance the voice MOS value in the whole network.
