With the great development of Next Generation Network(NGN),it's widely adopted by communication carriers for chasing low cost and new services, and the application of NGN is increasing each year. As a kind of business-oriented network structure, NGN not only carries the basic services and supplementary services of Public Switched Telephone Network(PSTN),but also provides data services and many kinds of new services based on multimedia. At the present time, domestic NGN is complexity of network integration by mixing the PSTN network and Voice over IP(VoIP) network with the core of Softswitch ,multi-interface, multi-protocol, multi-media co-existing. So carriers have to face a lot of problems, such as the equipment compatibility of PSTN and VoIP, performance differences of designed and actual network, quality differences of voice and video. If these problems can't be solved smoothly, they would cause the failure of network deployment. Therefore, the test of the NGN network performance is significant, voice quality testing is one of the key aspect.In this paper, we summarize the gap between the wide range of foreign and domestic voice solutions for voice quality monitoring. After making a deep analysis of the technology of voice quality monitoring for NGN, we designed a appropriate solution based on a certain mobile network, which can be easily deployed in domestic communication network.The system adopts distributed structure, and consists of a center workstation and monitoring spots. High-performance hardwires are used in improving the performance for satisfying the requirement. In order to enable the system to meet the next generation network voice quality monitoring requirements, we combine the end-to-end voice quality testing initiative and passive RTP / RTCP stream monitoring. So PESQ algorithm and E-Model algorithm are adopted to implement the system.
