Billing systemwhich has become one of the key competition power of communication enterprise playsmore and more important role in Telecommunications. This thesis will focus on such questions by theory study andjob experience.This Paper analyzes the main business type and billing model of3G network，theidea for constructing the new generation billing system is provided. And the paperdetailed analyze the basic framework of the billing system which provided by3GPP，according to3G Billing System Design request，in conjunction with the businessfeatures and billing model, provide a billing system architecture which is based on thebusiness characteristics. Then, it mades a describtion to the main architectures of thesystem and features of the system based on the development of convergent onlinecharging system, analyses the position and function of OCS in the system．It gives adetail functional module design and interface design for OCS，introducts the core of theconvergent online charging system. Finally, it summarizes the work of the topics，aswell as prospects the future of3G Billing system．Provision of abundant data value-added services and application of complex andflexible service operation mode require an advanced3G billing system. It will graduallybecome the mainstream of3G billing which based on usage, service and content value,service quality and billing services. How to building a online billing system adapting tothe environment of3G, there are still many problems need to be studied. Especiallywith the new business of3G increasing, more detailed study for the changes of onlinebilling system is needed.
