The Design And Implementation Of The Online Bidding Management System Based On B/S Structure

In recent years, with the rapid economic development of China, the quantity andsize of public resources transactions are increasing, so that people are more concernedabout the fair trading and the openness of government’s public resources. Thus, thesolution to the construction of information technology of the public resources tradingplatform and the information management are significant as they can not only providethe impetus for social and economic development, but also bring the transactiontransparency to the public. Obviously, the establishment of a Online BiddingManagement System by appropriate methods and tools becomes an urgent need. Inthis paper, a Online Bidding Management System based on B/S structure wasdesigned and implemented through the analysis of the management system of onlinebidding at home and abroad as well as the actual project experience, at the same time,the WEB technology is introduced into the transaction of public resources ingovernment projects to provide a brand new tool, thus make it possible for publicresources transaction complied with the principle of "openness and transparent, faircompetition, impartiality and integrity". GWT and J2EE Web developmenttechnology are employed in this system; especially the GWT architecture can do lotsof help to the system efficiency. And advanced human-computer interactiontechniques are also used to achieve a more personalized service.The system contains portal service platform and the public resources tradingplatform. The portal service platform is for the general user, the procurement unit andbidders, including online registration, online commission and online bid evaluationfunctions. The public resources trading platform includes land tender hangingfunction, construction center, government procurement function, property centerfunction, expert database system, tender documents template management and systemmanagement module, and all of which built up a traditional evaluation and online bidevaluation complementary system. The whole process applied repository managementstyle from the project application to file the document by the end of the transaction. Inthe bidding process, the flexible configuration and a good expansion of its businessprocess node, as well as its automated processing are implemented to improve work efficiency. The automated bidding information publish and respective approach makeinformation open to public and the capital transaction transparency in the workimproved the quality of government services. Currently, the system functions havebeen fully achieved and it can be used for commercial application.The system began its trial phase as the public resource trading platform in adistrict of Dalian in May2012.64items have been traded in system and thetransaction amounted over500million yuan just three months later by the end ofAugust, and a lot of money were saved compared with traditional bidding method.The system earned its fame by providing the quality services and transparencytransaction by parties in the transaction and social communities including supervisiondepartments, assessment experts and intermediary community, which is ademonstration for the practical value of the system.
