With the more mature the3rd generation mobile communication system (3G)technology and continuously increasing data transmission rate, the video surveillance isorientated towards the development of front end integration, wireless network videomonitoring system, video processing and system integration of digital direction. It opensup new prospects for mobile video surveillance.3G video monitoring system, using3G network video encryption transmissiontechnology, establishes a higher mobility and security video surveillance systems. Thisarticle means to theoretically well-ground the3G encryption of network videomonitoring and control system for the design, construction, application, upgrade as wellas resolving practical issues during the system construction. The system will play animportant role in corporation security, public safety and homeland security.On the basis of3G mobile communication technology,this paper conductsresearch on some other key technologies such as video compression, networktransmission,video encryption and decryption to complete3G video encryption designand construction of the monitoring system. Part of the main content as follows:1, First of all, the paper analyzes the main techniques of monitoring system used.Meanwhile, this paper adopts WCDMA HSPA+3G network as the wireless datatransfer channel of monitoring system, and then analyzes WCDMA3G networkstructure.The paper introduces the digital video coding principle and mainsteam videocoding standards. This adopts H.264as video codec of the proposed monitoring system,and discusses system implematation in detail.2, Secondly, the paper details the basic principle of encryption and decryption ofvideo data, analysising methods such as DES, SM2advanced encryption anddecryption.3, Thirdly, the paper explores system design issues. In the design of data encryptionand decryption, the system applies the SM2better encryption performance ofasymmetric encryption algorithm encryption and decryption. In order to address3G real-time video data loss problems caused by network congestion, system design afront-end device real time transport and storage capabilities. When real-time video datadue to network congestion when it cannot return in a timely manner, download stores inthe network signal is restored automatically in the background in front of the video data.In system network security design, mainly uses the system back-end one-way isolationdevices over the network access the outside network.4, Finally, the paper explores3G based encryption of network video monitoringsystem systematic structure. This paper discusses in detail the implementation andspecification of the various functional modules and the technical indicators, andcompleted the room construction of the system.
