A Study Of Emergency Management Base On Microblog Platfrom

Since the microblog appeared in2009, its influence spreads the internet community rapidly. According to the data from CNNIC, till December2011, the total number of the users in China reaches249.8million; China has become the biggest microblog country in the world. Microblog has not only changed the internet community, it has also changed our social and political life. With huge transmission capacity, microblog turned into "magnifying glass" of the social events, things occurred in reality is likely to spread on it without control, even things would have not happened in reality come into being on microblog because of insider disclosure.Currently, our nation is in the times of sharp transmission, too many social problems occurred. It shows concretely as follows, the changeable pattern of social interests, the huge gap between rich and poor, the administration power has no supervision, etc. Of all those problems are the internal causes of the emergency. Microblog has the features giving rise to the emergency, which made the emergency on the microblog occurred frequently.Emergency based on microblog platform different from emergency from traditional significance, in microblog times, government, as the management main body, must play a leading role, should transform the management concepts and ways, change the form of control, abandon the practice of blindly suppress, focus on the guidance with a variety of strategies, guide the virtuous cycle of public opinion, minimize the possibility of emergency.This paper first research the survey and current situation of microblog and emergency; secondly classifies the main body of communication into four main parts by using qualitative research method, namely public, government and related department, internet media and professor; besides, this paper tends to discuss the cause of emergency from two angles-degree of main body benefit conflicts and degree of institutionalization; thirdly, the paper studies the trend of emergency based on microblog platform, providing reference for government to administer similar events in the future; fourthly, from views of technology, society, law and regulation, the paper tries to analyze various difficulties and problems which are faced by the government. At last but not the least, the paper analyzes the regulation of emergency based on microblog, providing the ways of solving emergency accordingly. In particular, emergency in the paper is only related to the government and relevant department (state administrative organs and judicial organs, etc), with strong public nature and political color.
