Farmland Transference Policy Research On The Local-government

Aimed to find out why the farmland transference policy performed against peasant’s will in reality. This paper focus on the farmland transference policy and offer recommendation for the government. So we can make reasonable choices on farmland and issues.This whole thesis is divided into five policies:The introductory explain the reason of this paper, significance of the topic, and several important concepts. What’s more,in this part we summarizes the domestic and foreign scholars’research on the farmland transference policy, builds up the frame of the thesis, and highlights the research methods and innovation.Chapter 1:In this part, we focus on theory explanation and review the historical change of farmland policies from opening-up. By elaborating the origin of multiple streams theory, the necessary condition of setting up and the process of development.we compare multiple streams theory with other theory and find out that this theory is more reasonable than other theory in analyzing in current farmland policy-forming. This part laid the foundation for our afterward analysis.Chapter 2:In this part, we analyze the problems of the current farmland transference policies from the restriction of farmland institution and effect of centralizing farmland. our policy system is not systematic and is not matching up with current situation and farmland transference policies are not carryed out smoothy. In addition to some groups’ impetus, local authority is too irritable in certain places impel the farmland to certain people who already own a lot of resource. This may bring the damage to the peasant and rural economy.Chapter 3:In this part, we analyze the local government’s farmland policy-making process with the multiple streams theory. First, we introduce the main method of farmland transference. Second, by utilization of 2010 winter vacation’s investigation data, We analyze the peasant’s will and the influence factors, Third, we introduce the main participants and analyze the each one’s preference. At last, based on the multiple streams theory, we try to find why the farmland policy performed against peasant’s will.Chapter 4:We introduce the good examples in domestic and foreign countries. We introduce the experience of HongKong and TaiWan in urbanization and agricuture modernlization process, and introduce the experiences of Brizil’s employment of urban poor and the Japanese’s farmland transference.Chapter 5:We analyze how is the farmland tansference policy departure from farmer’s will, in the future, when we make farmland policy, what measures we can take to optimize the policy-making process.
