The Research In The High And New Technology Enterprise R&D Efficiency In Hebei Province

The main purpose of this paper is to find out the R&D problems of Hebei high-techenterprises so as to guide these enterprises to improve R&D efficiency and to promote thesustainable development of high-tech industry in Hebei province through the R&Defficiency evaluation as well as the R&D inputs, outputs and resource configurationinvestigation of the high-tech enterprises in Hebei province. In this paper, the author usesmethods of literature review, combining of qualitative and quantitative research,combination of case analysis and normative research according to the characteristics ofthis subject.First of all, the author gives the concept of what is high-tech enterprise and what isR&D,then analyses the characteristics of high-tech enterprises. What’s more, theconnotation of efficiency and R&D efficiency are also introduced in this paper. Bycomparing different R&D efficiency evaluation methods, point out that a reasonable wayshould be chose carefully and scientifically to evaluate the efficiency.Secondly, the current R&D activity situation of high-tech enterprises in HebeiProvince is briefly introduced from the angle of input and output and the present R&Dactivity situation of 16 high-tech listed companies in Hebei province is analysed in detail.Problems such as overall low level of R&D, weak achievement transformation ability, lowmanagement level of R&D activity and shortage of government support, etc were pointedout.Again, by comparing different R&D efficiency evaluation methods,advantages ofDEA were summed up so that using DEA method to evaluate the R&D efficiency were putforward. the basic concept of the data envelopment analysis theory, model and specificevaluation steps as well as basic principles of constructing evaluation system areintroduced. Index system are built and by using DEA method to conduct the R&Defficiency evaluation in these high-tech enterprises in Hebei. Then, based on the analyse ofthe assessment result,the author points out that the overall level of R&D efficiency in thehigh and new technology enterprise in hebei province listed company is not high, and more than half of the enterprise are in the trend of decreasing scale efficiency, and find outthe improvement direction of these Hebei listed high-tech enterprises through theprojection analysis .Finally, resources to promote high-tech enterprises R&D efficiency in Hebei provinceare put forward from the angle of both enterprise and government. Mainly adoptedmethods of rational planning of enterprises R&D investment, promoting enterprises R&Dachievement transformation ability, improve the enterprise R&D management andstrengthen the government support to enhance high-tech enterprises R&D efficiency inHebei province.
