With the implementation of the 13 th five-year plan and the implementation of the innovation-driven development strategy in made in China 2025,the development of high-tech enterprises has received widespread attention from the society.Science and technology are the foundation of a country's prosperity and strength,and innovation is the core of a nation's progress.As the core component of high-tech enterprises and an important source of new knowledge and new technology innovation,R&D activities have increasingly become an important and decisive factor in determining the market competitiveness of enterprises.Hunan province in recent years,vigorously promote the development of high technology industry,to increase support for high-tech enterprise R&D activities,in 2018,the added value of high technology industry in hunan province to the provincial GDP by more than 25%,but the overall development in all provinces(municipalities)ranking still not at the top,so the study of R&D efficiency and its influencing factors,the development of high technology enterprise in hunan province and the provincial economic growth is of great significance.Papers in defining the concept of R&D and relevant theory,on the basis of the current situation of hunan province high technology enterprise R&D input and output descriptive statistical analysis,using 2010-2016,our country 26 provinces(districts)of high-tech enterprise R&D input and output of panel data,using DEA-BCC model and DEA-Malmquist index method for static and dynamic efficiency measure R&D efficiency respectively.The research found that the high technology sub-industry enterprises in hunan province have the phenomena of unbalanced development of R&D efficiency,insufficient utilization of R&D input resources,and slowing growth of R&D factor input.The key factor leading to the low comprehensive efficiency is the pure technical efficiency and non-dea efficiency.On this basis,the further from the perspective of enterprise,market,the government selected five factors of using Tobit model to simulate the R&D efficiency factors regression analysis,the results showed that: the government support,scale of high technology enterprise R&D efficiency have a significant negative impact,and market openness,the degree of competition in the market,the independent innovation of enterprises promote R&D efficiency significantly.Finally,from the perspective of government,market,industry and enterprise,the paper proposes four countermeasures and Suggestions,namely,transforming government functions,giving play to the guiding role,expanding market openness,expanding innovation platform,improving competition mechanism,optimizing regional environment,paying attention to technological innovation,and strengthening subject awareness.
