The Study On Efficiency Of Rural Land Contract And Management Transfer

The development of rural is critical to achieve the integration of urban and rural areas andcommon prosperity, but depend on rural land system which is a basic system in rural areas,therefore, it’s particularly important to establish an appropriate rural land institution. Thecontinuous innovation of the rural land system, particularly the rural land contract andmanagement rights transfer system, promotes the development of rural areas, agriculture and theincome level of farmers. The speed and scale of rural land transfer have significantly growing,but the market mechanism is inadequate and the efficiency is not significantly as variety ofadverse external environment.This article has done following works. First, analysis status quo of the rural land contractand management rights transfer, include its scale, speed, difference and its characteristics,problems in the transfer process. Second, summarizes the theoretical basis and the function andconduction path of the rural land contract and management rights transfer. Then, using the paneldata of2000-2009, testing the efficiency of total and major regions on the rural land contract andmanagement rights transfer in Data envelopment analysis(DEA). The results show: its totalefficiency is significantly, but it’s not continues and the difference is very significantly amongareas. The last, give a more complete institution design of the rural land contract managementright transfer from its dynamic mechanism, operating mechanism and safeguard mechanism.
