Nowadays, the issues of agriculture, rural areas and famers have become one of the hot topics in China's political and academic world. With the arrival of 21st century, the development level of agriculture has been a symbol of the development level of one country. Thus scholars began to explore the road of sustainable development of agriculture. With the Household Contract Responsibility System as main content, problems on land system have attracted many attentions. Through the research on transfer of contracted land management rights, this thesis tries to find out solutions to the issues of agriculture, rural areas and famersTransfer of contracted land management rights is a product and under certain historical conditions, a new revolution of the use of land system under Household Contract Responsibility System preformed now, inexorable trend for the development of social economy. Starting from the transformation of land system in rural areas, this thesis analyzes the current situation of transfer of contracted land management rights in our country. We found that transfer of contracted land management rights is significant in solving problems of agriculture, rural areas and famers, in facilitating the adjustment of agricultural industrial structure, in making the land resource more reasonable, in achieving large-scale land operation and intensive management effectively, and in improving the efficiency of land use and agricultural production levels and enhancing the market competitiveness of agricultural products.. It also has the same significant meaning in increasing social wealth, in raising famers' income and protecting famers' benefit, and in China's economic and social sustainable developmentAt present, many areas conducted some positive exploration in carrying out transfer of contracted land management rights, such as, the land transform from free circulation to paid circulation, from developed area to under-developed area, and from spontaneous circulation between the farmers to the organized, orderly development, and so. All these satisfy the need of proper-scale land operation. However, as a new land system, land transfer is a spontaneous type of flow, or disordered state in some areas,. It exists significant differences among areas, and the development of it is not balance. Famers' contracted land management rights have been aggrieved constantly. So how to make the contracted land management rights transfer to a reasonable, healthy and orders trend become a big problem needed to be solved badly..As a result, by the analysis of the meaning of transform, current situation and problems of contracted land management rights in China, this thesis put forward some countermeasures and suggestions in details.
