Global financial crisis occurred in2008has led to the world economic out of balance,which promote to re-adjust the international division of labor. In order to address the financialcrisis hit, some countries which have heavily rely on virtual economy decide to change strategicand draft their owner new plan of tech investment aiming to take the advantage of science andtechnology. Similarly, it is imperative to help transfer China’s traditional economic developmentpattern by fostering strategic emerging industries. As an important means of governmentintervention economic operation, fiscal and tax policy should not be ignored. This paper try tomake analysis from this perspective that is to promote the strategic development of emergingindustries with fiscal and taxation policies.The paper analyze the problems existing in the development of the strategic emergingindustries, which include market failure and attributes of infant industry,. It is concluded that itis necessary to promote its development with fiscal policies.,by reviewing the existingpolicies, combing with our national strategic emerging industry development present situationthe problems existed and summing up the advantages and deficiencies of policies, I put forwardthe countermeasures, on one hand,we should strengthen the strategic emerging industriesprotection, through the subsidies allowed by the WTO, accelerate its development; on the otherhand, we should encourage competition under the principle of fiscal policies t, give the localgovernment full autonomy, encourage them to make decisions based on their localcharacteristics, make full use of government procurement, preferential tax and fiscalexpenditure and other series of fiscal policy.
