With the deepening of China’s economic reform, the public administrationreform is undergoing step by step. There are increasing calls for accelerating theadministrative management system reform and establishing a service-orientedgovernment, especially raising the quality of public products and public serviceswhich is gathering more and more public concern. Nowadays, China’s governmentis drawing on the experience of Western countries that introducing companyoperation mechanism and management tools into government public managementthrough new public management movement in order to improve government publicservice quality by means of establishing quality management system. According tothe implementation results, however, some government departments haveunsatisfactory management system effectiveness due to facing many difficulties andproblems while implementing and maintaining the management system.By researching current implementation status of quality management system offoreign government and the literature of the effectiveness of the quality managementsystem of China’s private sector, taking quality management system implementationof government in District S as in starting point, this article demonstrates the keyfactors that affect the effectiveness of government quality management system usingcase study and survey researching methods.China’s government shall focus on key factors that affect the effectivenesswhile implementing quality management system, actively take advantages ofconsulting, certification and other external resources to enhance the effectiveness ofthe quality management system so that to make it a powerful tool of governmentdevelopment towards public trust, efficiency and superior...
