Changsha Economic Development Zone, The Implementation Of Iso9000 Quality Management System

In the process of the marketization reform, China has made significant progress in transformation of government functions. The government is exploring ways to build service-oriented government. In this process some theories and experiences of western countries can be used for references. For example, the government using ISO9000 quality management system to enhance the quality of service and management. However, at present in some sectors of the government, the implementation of the ISO9000 quality management system is ineffective and the quality management system faces many problems. Therefore, it is necessary to make in-depth research in this field. The development area is a form of government reform, which has characteristics of simplified administral institution, low cost and high efficiency. Hence, the research based on the quality management system of national development zones has practical significance.This thesis based on the introduction of the quality management, ISO9000 basic principles of quality system and the operation condition of domestic and foreign government analyses the national C development area as a typical case comprehensively and explores the problems about the implementation of ISO9000 quality management system the C development area faces and the methods that are used to improve. What's more, it put forward the theorerical rramework that the implementation of ISO should be in accordance with the characteristics of the government and also hope to enhance the implementation of ISO9000 quality management in the government. This thesis not only provides good directions to reinforce the quality management and implement ISO quality management system, but also provides a reference for the quality management of government.
