Research On The Construction Of Taiyuan Public Rental Housing System

Public rental housing is affordable housing with limited construction standards and rentalprices, which is provided preferential policies by the government in order to solve the problem for"housing security sandwich layer". Students just graduated from college and migrant workers, whoare neither qualified for applying low-rent housing, nor financially able to purchase affordablehousing or limit housing, are the main protection objects. Public rental housing not onlycomplemented Chinese housing security system, but also ease the problem for the "housing securitysandwich layer" group.In order to solve this problem and achieve housing security system integrity and sound, thispaper analyzed Taiyuan public rental housing system on the basis of existing low-rent housing,affordable housing, and commercial housing system. For this purpose, this paper described theexisting issues in Taiyuan public rental housing system, such as, underpowered construction, lowcoverage, unreasonable rent setting and unsound management mechanism, by analyzing theimplementation of Taiyuan public rental housing. Also, this paper tried to find valuable means byIntroducing useful experience of Hong Kong, Singapore and some other countries in housingsecurity system. Last but not least, this paper proposed the following constructive suggestions topromote the construction of public rental housing in Taiyuan, and to improve the system of TaiyuanCity housing security system: providing policy and financial support by government, enlargingcoverage, establishing diversified financing channels, using the role of market, rationally planningand constructing public rental housing, and improving the management mechanism for public rentalhousing, and so on.
