Rural Financial Research Based On Anti-poverty

Rural Finance，refers to all currency financing activities in rural field. The relationshipbetween rural financial development and rural economic growth is close. To build a good,suitable for the rural economic development of rural financial system，has an importantsupport and guidance to the rural economy development; on the other hand,thedevelopment shortage of rural financial will restrict the healthy development of the ruraleconomy.Since the mid1980s, the problem of poverty and antipoverty was put forward, Ourgovernment made and implemented various anti-poverty policies and measures,Anti-poverty has made remarkable achievements. In China, rural financial plays animportant role in promoting economic development of impoverished region, which attractswidespread attention by economists, government, policy makers and donors.However, Thecurrent our country rural financial service body is less with weak ability, the rural financialmarket is not perfect, the rural financial reform is not complete, lead to it is hard to meet thefarmers and small or medium-sized enterprise needs to the rural financial services, hasbecome a "bottleneck" to the rural economic development. With the deepening of thereform of the rural economy, How to make rural finance play the core role to rural economicdevelopment, how to try our best to solve all kinds of problems existing in rural financialservices, to achieve harmonious development target between rural financial and ruraleconomy, has become urgent problem to be solved to China’s rural economic development.Many studies show that one of the important reasons to restrict the poor peasant householdsout of poverty is that they lack the money to enter rural regular financial market.By reading the previous literatures, we can know that the work of anti-poverty by ruralfinance hasn’t researched systematically. Only researched form the perspective of the formalfinancial institutions how to support the anti-poverty work in rural areas, such as how toconstruct the Rural Credit Cooperative better for the anti-poverty work in rural areas. Thispaper differs from previous literatures. This paper emphasizes how to construct the systemof the rural finance, in order to provide the better services for the anti-poverty work in ruralareas.As is known to all, the rural finance includes formal and informal finance. This paperemphasizes the informal finance how to play the role during the anti-poverty work in ruralareas. Meanwhile the formal finance includes the policy and commercial finance. And thepolicy finance is the main research object about anti-poverty work in this paper. However, either the policy finance or the commercial finance, even the informal finance, when usingin the anti-poverty work in the rural areas, these all needs two aspects of guarantee. Thereare rural insurance and rural credit guarantee. The farmers join insurance ensure once thedisaster occurs that the farmers can get some compensation. And farmers couldn’t returnpoor because of losses serious. And the farmers need rural credit guarantee. When gettingloans especially the commercial loans, the farmers can get the development funds easilybecause of the rural credit guarantee.This paper through the large amount of basic theory analysis, combined with thesuccessful experience of the foreign anti-poverty work analyzes the system of rural financefor anti-poverty in China form four respects. The four respects are rural policy finance, ruralinsurance, rural credit guarantee and informal finance. According to the analysis of the ruralfinance of anti-poverty work, the paper summarizes the problems and puts forward somesuggestions about the rural finance for supporting the anti-poverty work in China.
