According to the ministry of communications in2011by the transportation12th fiveyear’s development planning, National highway mileage from2010of74100km increase in2015of108000km. In order to accomplish this goal in an average year need capital of1.24trillion Yuan,6.2trillion Yuan investment in total. Only by government funds haveapparently can’t meet the demand, In this case the Public-Private Partnership models haveproduced. Public-Private Partnership models organic combination of the governmentdepartment of policy support ability and the relative abundance of private sector capital,advanced management mode and the rich management experience, at present it has been inChina’s infrastructure construction got preliminary application. Because Public-PrivatePartnership of infrastructure projects last for a long time, broad, the investment financingvolume big, risk factors, more great risk, the risk management is a common concern focus forthe project of the participants.This theory studies at home and abroad on the basis of the analysis, from the basicconcept of our highway Public-Private Partnership project risk, it briefly introducesPublic-Private Partnership models of the concept, basic form, basic operation procedure, riskdefinition and characteristics and the meaning of risk management, the main content andcharacteristics;It analyzes and evaluates the expressway of Public-Private Partnership projectrisk, and explains the main characteristics of the Public-Private Partnership project risk, anddivides the risk category, constructs the risk factors set;It establish the risk evaluation modelby using the analytic hierarchy process and fuzzy mathematical method. It is calculated thatthe main risk factors is financing risk, market risk and construction risk through the operationof matrix. With the Public-Private Partnership project risk sharing principle, both theparticipants and project overall interests, analysis and design the Public-Private Partnership project key risk factors how to share; Analysis the Public-Private Partnership project riskmanagement of the basic measures, and puts forward the specific project key risksPublic-Private Partnership measures.
